In the context of Minecraft, shroomlights do not grow back after being harvested. Once you harvest a shroomlight, it is a one-time use, and you will need to find or craft a new one.
In real life, bioluminescent mushrooms like Mycena chlorophos or Omphalotus nidiformis also do not "grow back" in the sense of instantly regrowing once picked, but they do continue to grow in the wild in the right conditions. The mushrooms grow in cycles, with fruiting bodies appearing during certain times of the year or under specific environmental conditions (humidity, temperature, and available organic matter for the fungus to feed on).
However, for both Minecraft and real-life bioluminescent mushrooms, the original mushroom structure does not regenerate after being harvested. Instead, new mushrooms may grow in the same area over time, provided the conditions are favorable.
